London is the healthcare centre of Southwestern Ontario: two hospital campuses, a medical school and a wide base of independent practices, with an aging regional population that the long-term care program is building for. Terrahills is a healthcare contractor for London and the surrounding counties, delivering medical office buildings, clinic fit-outs, community health facilities and long-term care homes under one contract.
Medical construction in London splits into two kinds of work. New medical office buildings and clinics are commercial construction with clinical requirements layered on: the Ontario Building Code classification the occupancy requires, mechanical systems sized for treatment rooms and imaging, accessible design throughout, and finishes chosen for cleaning rather than for looks. Renovations of occupied clinics and practices are the other half, and they are governed by Infection Control Risk Assessment protocols, temporary separations and sequencing that keeps patients away from the work.
Long-term care in Southwestern Ontario is funded at the southern Ontario tier of the 2025 Capital Funding Policy: a maximum eligible project cost of $436,000 per bed, funded on 800 square feet per bed. The Ministry design review and the municipal site plan run in parallel on our projects rather than one after the other, because the Construction Funding Subsidy that repays the capital starts at first admission and every month matters.

Ontario Ministry of Long-Term Care 2025 Capital Funding Policy: maximum eligible project cost $750,000 per bed in the Greater Toronto and Hamilton Area and $436,000 per bed across the rest of southern Ontario, funded on a maximum of 800 sq ft per bed with an eligible-cost ceiling of $1,100/sq ft. That implies roughly $545–$940/sq ft all-in eligible cost depending on tier.
