Non-combustible construction is a building code classification, not a marketing description. Where the Ontario Building Code requires it, the structural and cladding assemblies must be built from materials that meet a defined non-combustibility standard, and a steel building is the most direct way to get there.

When the code requires non-combustible construction

Part 3 of the Ontario Building Code sets construction requirements by major occupancy, building area, number of storeys, and the number of streets the building faces. Industrial occupancies fall in Group F, subdivided by hazard: F1 high hazard, F2 medium hazard, F3 low hazard. A warehouse's classification depends on what is stored and how.

Above the size and height thresholds set for a given occupancy and hazard class, non-combustible construction becomes mandatory. Below them, combustible construction may be permitted. Sprinkler protection changes the thresholds in many cases, which is why fire protection strategy and construction type should be settled together rather than in sequence.

The determination for any specific building is made by the architect or engineer of record with the authority having jurisdiction. What follows is orientation for planning, not a code ruling.

Signals that you will be in non-combustible construction

  • Building area above the threshold for the occupancy. The most common trigger as a warehouse grows during design
  • Group F1 or F2 occupancy: high- or medium-hazard storage or processing, including many food and chemical uses
  • High-piled storage or racking above the height at which combustible construction is permitted
  • Short limiting distance to a property line, which tightens the exterior wall assembly toward non-combustible
  • A tenant, lender or insurer that requires non-combustible construction as a condition of occupancy or financing
  • Limited municipal water supply making sprinkler trade-offs harder to achieve

How a steel building satisfies it

Steel is non-combustible, which puts a rigid frame steel building on the right side of the classification by construction rather than by treatment. That is the core reason metal buildings dominate the Ontario industrial warehouse stock above the combustible construction thresholds.

It does not end at the frame. The code permits defined combustible elements within non-combustible construction (certain insulations, vapour barriers, roofing components and interior finishes) subject to limits on flame spread rating and smoke developed classification. Insulated metal panels with foam cores are a common point of scrutiny, and the specific panel assembly has to be verified against the requirement rather than assumed.

Structural fire resistance ratings are a separate question from non-combustibility. Depending on occupancy and area, structural members may require a rating, achieved through spray-applied fire resistive material, intumescent coating or membrane protection.

Spatial separation and cladding at the property line

Limiting distance to a property line governs how much unprotected opening a wall may contain and what the wall itself must be built from. As the distance shrinks, permitted openings shrink with it, and the exterior cladding requirement tightens toward non-combustible.

On tight industrial infill sites this frequently becomes the constraint that determines the building footprint, the location of dock doors and windows, and the wall assembly. It is worth testing early, because discovering it after the site plan is fixed means redesigning around it.

Insurance follows construction type

Insurers rate industrial buildings partly on construction type and fire protection. Non-combustible construction with sprinkler protection generally prices differently from combustible construction, and for some tenants and lenders it is a precondition rather than a preference. Where a building is being developed for lease, the classification affects who can occupy it.
